our new plan for Afghanistan

actually the loose term "such as fingerprints" more likely refers to other harmless information like blood type and an iris scan and political affiliations, and criminal record. but the card itself is secondary to compiling the database in the first place. if this works in the afghanistanian testing grounds we can try it out in arizona. but there are problems who has never lost an id or had one stolen? wouldn't it be neat if one could be implanted as a microchip?
